St Matthews Human Resource Centre The St Matthews Human Resource Centre (SMHRC) is a non-profit, charitable organization conducting mental health initiatives in Saint Matthew’s Regional Health Centre, a region of the City of Ottawa, Canada. Established in 2010, it is one of the first three centres in Canada devoted solely to mental illness. In November and December 2018 the SMHRC was awarded a $200,000 grant from the Canadian government to establish an Innovation and Research Centre to support its mission to improve mental health outcomes.
Mission and history Saint Matthews Regional Health Centre was at the beginning developed to address the growing needs for mental health services of the community as a result of changes to services, treatment options and government procurement. It aims to be a unique resource within the services to promote mental health, social inclusion and dignity; to help improve quality of life through community partnership and care integrated with health care; to provide sustainable social change and ultimately improve the world, working towards a “world without mental illness” for all. The project evolved from the Community Mental Health Services and Learning project, launched in 2000, and launched its two programs: the Community Care Program, which aimed to supplement the traditional health services, mainly to create a better quality of life for citizens in need, and the Community Mental Health Program, which promoted peer support for people with mental illness.
2010 – present Since its inception, the SMHRC has emerged as one of the leading resources for community initiatives regarding mental health and the first “mental illness-informed” public institution in Canada. Their mission was to ensure that mental health was recognized as a key element of society’s health system, and ultimately took over as the first, and now the three-thousandth mental health service in Canada. They have been recognized multiple times for their long-standing commitment towards delivering mental health care to the region via different resources such as the Mental Health Commission report; a 10-year vision plan; the establishment of a Mental Health Funding Council; and the Mental Health Action Plan, which focuses on empowering areas in the community working towards “caring for folks with mental health issues.
” The St Matthews Human Resource Centre has also been instrumental in creating a large number of new mental health programs, such as the Centre for Research in Spirituality, Co-Creation & Transformative Work, Healing Families, Lifeworks, Trans-Generational Incubators, and Community Partnership through Incubating Futures. In 2009, the team found in the services that their “breath of fresh air” was essential for mentally and physically-challenged youth, which were often neglected to end up in jail, taking them away from home, thereby leading to a break of relationships that were the root cause of mental illness. In conjunction with the Nova Scotia Housing Authority, the team established a new program called The image source Matthew’s Youth Centre in 2008 that focused on supporting youth with mental health issues and their families.
The program provides living arrangements for youth, after-school programs, and family services. In 2011, the SMHRC launched a similar program in Kingston, leading to the mentorship program, which strives to make the province a leader in youth mental health by setting an example by engaging individuals who may be experiencing emotional health challenges through mentorship and self-reflection. The new program in Kingston had previously been initiated by the Nova Scotia Housing Authority and the Kingston city council.
Since its constitution in 2003,St Matthews Human Resource Centre Board Director, Tom Regan I have been a secretary for the last 40 years. I am employed by a trust that provides all the services, we have an outsource department and the fund people are approached by solicitors of all types who supply the people to do the work. I myself do the book clearance services for three different trust companies, a management consultancy and for some very small companies.
I have an annual salary approaching half a million on my salary but I get no extras. I also have to pay for my own air travel, with a small, cheap first class seat costing me a bit more than I can afford on my Discover More Here alone. When the trust doesn’t get the minimum amount they pay to me for my work, sometimes the board will agree a reduction on my wage to make up the difference, if a client also reduces his bill for another company I get paid.
The trust also have staff that do clerical work and office management. One has to provide an income so there is no point sitting in the office and working for nothing. In return they want their clients to be happy.

When the trust buy one of the company I’m employed by there are no out sources and no outsourcing, they provide all the services and even the accounts. Here is a brief history of over 30 years experience with this trust: I manage a large number of accounts and people in our trust and have to work 24/7, a situation that has given me lots of time on my hands. Not the happiest of working conditions though, as you can imagine.

The work also requires flexibility and all decisions regarding money are taken at the board, which only meets every six weeks. The next regular board meeting will be November 18th 2011. The board, when working together decide on overall strategy and manage the company as a whole.
I also set up strategies for the smaller elements on my board, as I believe everyone who works at the trust has some sense of the wider picture. We all have to make decisions at the board, they are business decisions. We need to reach a consensus and move on if others disagree.

The challenge is to work together to make sure the trust achieves the strategic goals that we set. The cost of running the trust exceeds £100,000 a year, so the board have to find extra spending of £600,000 a year in the last years alone. We are also dealing check it out client complaints, the trust’s insurance policy and the Trustee’s income tax return for the last year, in addition to dealing with other organisations.
The finance problem is being addressed by putting in a new accountant who is expected to reduce my workload and expenses. The board has set strategy for some time, it also manages the trust’s IT and we have to respond constantly to many requests for advice. I wrote two grant applications earlier this year that I put on my department’s lists to manage waste.
No money is available for this at the moment, and as the treasurer could not access my email, all I manage is the main accounting system. The system is difficult, to tell the truth it is one of the systems I had to introduce myself. I manage our money and tax returns by computer, I used to manage the mail running from the public office, now there are different systems to keep track of each.
